Hormones, auxins, gibberellins, ethylene, cytokinins, abscisic acid, and brassinosteroids. If cell division is going to occur and where is dependent on the interactions of two hormones; the auxin and cytokinin,   if   cells receive the same amounts of auxin and cytokinin, the cells will enlarge but do not divide. But if there is more of   auxin than the cytokinin, the cells will develop into roots. Now if the amount of cytokinin is more than that of the auxin, the cells will divide and develop into buds!!
